I think the traffic shaper will shape the OpenVPN communication itself
as a single unit: It will NOT be able to shape traffic WITHIN a OpenVPN
connection.
The reason I ask is because I use Traffic Shaper to ensure there is
enough bandwidth for VoIP (SIP) calls, and I don't want someone on a
OpenVPN connection taking up all the available bandwidth. Otherwise I
will have to use one DSL connection for VPN and another for VoIP.
Please be aware that VoIP requires minimal jitter to operate in a decent
manner. You can usually control outgoing sufficiently, but you must make
sure that incoming VoIP traffic is given priority by your ISP, so it
gets a more constant jitter.
