One possible solution I found on the forums - use TCP instead of UDP:

Another solution I can think of is to put another pfSense box in
between your dual WAN connections and your current pfSense box - all
this one does is handle the dual WAN connection and failover.  Seems
overkill, but I doubt this issue will be solved before pfSense 2.0 -
may not be solved there, maybe one of the devs can chime in.
