Turn off the shaper.

No. The shaper in 1.0.x is slightly worse, and 1.0.x is riddled with
problems. Though mostly edge cases, and a ton of people still run it,
even including yours truly on the firewall in front of our hosting
servers until it died last week, *don't* do that.
