Enough!
I use evolution, and I agree that its handling of ISO-8859-8-i is broken
(no way to add this encoding to the version which I have).  The list of
supported encodings is even built into the binaries used by evolution,
so I cannot even add this encoding by using a configuration file.  There
is no windows-1255 encoding either.

And I do not want to switch again E-mail client software.  Is there a
version of evolution, which would allow me to send E-mail in one of the
logical Hebrew encodings?

Did anyone try to patch the relevant library used by evolution and which
provides the encodings?
