Yes. The whole point of the board is to appoint other people to do what the board wants to do, because the 3 people on the board don't have time to do everything themselves. It just lays out the general framework of what a board member could do or not do. There's nothing in the bylaws that needs to be changed (as far as I understand) to do this. And, as a general rule, if the board would have needed a change in the bylaws for everything it needs to do, or even the assembly's approval, it won't be able to ever do anything. I'm sure that's not what you want.
