This is not a strange idea, and in fact it something that we already did, for two years - as part of Hamakor Prize. For Hamakor Prize, the prize committee chose from nominations made by the general public, 5 people which they considered those that made the most significant contribution to free software in Israel. Each of these 5 people got a year's membership in Hamakor, free: the idea was that if these people are not Hamakor members, we want them to be! The Hamakor prize process continued, with Hamakor's entire membership (members and friends) voting on one of these 5 people to give the final prize to. We even did the ceremony part - the 5 nonminees were announced in a mailing to all members and friends, and were later invited to the August Penuin event, where they were introduced (and, later, one of them awarded a prize).
