I am a user of the Noted keyboard layout on Fedora 42 using the GNOME desktop environment. The issue persists even after doing a hard reset and after switching to KDE Plasma. I am on Wayland. I suspect that the Mod4 lock was turned on, but I don't know for sure since I cannot press both Mod4 keys because I am on an ANSI keyboard - perhaps there is some kind key combination I accidentally pressed which emulates this key, but again, I do not know.
Indeed there is a second, probably not well-known key combination to enable Mod4 lock by pressing Shift+Mod3+Tab. It is relatively easy to press this combination accidentally, or maybe there is some interaction with another software triggering this. At least you should be able to deactivate the Mod4 lock using this combination.
