In the past, I have simply updated a changelog file with a description of
the change (I tried to copy the log4j style).  For example:

   http://edhill.its.uiowa.edu/display-docs-0.8/changelog.jsp

and then I just made the new .zip and .tar.gz files available in both bin
only and src packages.

I included my changes in my cvs ci message.

I would suggest low ceremony for this release, just us it to figure out how
to use the source forge tools.
