Summary: tld Namespace Declaration in the binary package

Initial Comment:
Just a notice for people who might be confused as I was
(getting a Digester Exception running catalina 4.1.24):

In the binary release the tld that was packaged into
the manifest with the following namespace declarations,
which seem conflict with any tlds that you package in
your web app:

<taglib
xmlns:tld11="http://java.sun.com/j2ee/dtds/web-jsptaglibrary_1_1.dtd";
xmlns:tld="http://java.sun.com/JSP/TagLibraryDescriptor";>

So I deleted this from the mainfest of the binary, and
used an external definition.

Apart from that, these NS don't seem to used at all to
qualify any element in the tld.

fixed just after the 1.0b2 binary release. The release zip has 
been update to remove the useless namespace declarations.
