You should be able to use Maven's Tomcat Plugin to auto-deploy the WAR. http://wiki.codehaus.org/maven/TomcatPlugin
I've used it, as well as Tomcat's Ant Tasks (http://raibledesigns.com/wiki/Wiki.jsp?page=TomcatAntTasks) before. Both work quite nicely.
