       Body:
Original patch doesn't apply.

This could be implemented in 1.1 with a column decorator initialized with a message
format pattern.

====

 This patch adds a format attribute to the
display:column tag, which allows the user to provide a
date format for the values in this column.

The string is used directly for
java.text.SimpleDateFormat, and causes a stack trace if
used incorrectly (while leaving the value unchanged).

As I have only the need for this in HTML output, I have
only added it there.

Note: Patch also tries to change local.properties -
this can be ignored.
