Description:
I downloaded the displaytag source to fix a problem I had with how query 
strings are created (to be addressed in another bug), but was unable to 
complete the displaytag build because of a dependence on the file 
portlet-api-unknown.jar.  This is no longer located at 
http://www.ibiblio.org/maven//jetspeed/jars/portlet-api-unknown.jar, as 
specified in the build.xml.  The build of JetSpeed 1.5 does not have the 
org.apache.jetspeed.portlet package within it anywhere.

The indication from this article 
(http://www-106.ibm.com/developerworks/websphere/library/techarticles/0312_hanis/hanis1.html)
 is that at least the PortletURI class is deprecated and, since the package is 
gone altogether, that package is probably deprecated.  It looks as if the 
article shows the transition of an implementation from the deprecated pattern 
to a new means of implementation.

The dependence on the missing library from maven should be removed (in fact, 
there is no longer a jetspeed directory below http://www.ibiblio.org/maven).  
The dependency on this package in the WpsRequestHelper and the 
WpsRequestHelperFactory classes should be converted to non-deprecated classes.
