The license isn't in the local repo, but it is in the cache, at
~\.maven\cache\maven-clover-plugin-1.8\plugin-resources
Try copying it there.

Also try maven -o, running it offline.

The licence file I suspect should be detected is
displaytag-1.0/clover.license, which I presume would mean there's no
need to put one in the repository?
