Japanese/Chinese characters don't get exported in CSV

I'm not quite sure if this should be put under i18n or export since it involves 
both. If the user locale is set to ja (Japanese), or zh (Simplified Chinese), I 
noticed that in a page that lists a table, the charcters appear fine on the 
JSP, but once I use the CSV export option, the data gets downloaded as a .csv 
file, but the column headers (the title of each column) appears as ???. The 
rest of the data appears fine.

Is there some additional setting to be done for the headers i.e. for the 
'titleKey' attribute under <display:column> tag? Please be a little explicit in 
your explanation as I'm a bit new to this, but require this on priority. Thanks 
in advance.
