after some research, this doesn't look like a bug.
It's the responsability of the coder to pass the right List in the request.
There is a parameter named TableTagParameters.PARAMETER_EXPORTING. If it's
present in the request, then you know that exporting is requested, thus you can
furnish the entire List instead of a partial one.
