Yes, I did. It work well I wrote c:out tag on same page. when I
remove c:if tag.

  And I checked standard.jar and c.tld. Standard.jar has 
org.apache.taglibs.standard.tag.el.core.IfTag.class and c.tld as 
follows.

    <name>if</name>
    <tag-class>org.apache.taglibs.standard.tag.el.core.IfTag</tag-class>
    <body-content>JSP</body-content>
    <description>
        Simple conditional tag, which evalutes its body if the
        supplied condition is true and optionally exposes a Boolean

    </description>
    <attribute>
        <name>test</name>
        <required>true</required>
        <rtexprvalue>false</rtexprvalue>
    </attribute>
    <attribute>
        <name>var</name>
        <required>false</required>
        <rtexprvalue>false</rtexprvalue>
    </attribute>
    <attribute>
        <name>scope</name>
        <required>false</required>
        <rtexprvalue>false</rtexprvalue>
    </attribute>
