this is a bug, and I've just committed a patch for it supplied by
konstantin (see bug 1006229 - Proper encoding of URLs under JDK 1.4) +
a testcase

you can try it using a nightly build, as soon as sourceforge anonymous
cvs starts working again (nightly builds use anonymous cvs, so at the
moment they are not generated).
