Have you tried it with the .jar under WEB-INF/lib for the webapp, rather
than in a shared location?

I'm looking at the PDF manual, and while it doesn't have a prohibition
against sharing the .jar, it does say to put it in your application's
WEB-INF/lib.  Some libraries don't like to be shared-- Struts is one of
those.  I just keep each webapp as self-contained as possible... I run into
fewer issues that way.

I was going to recommend removing the tld from under WEB-INF and just using
the correct URI... but there seem to be two tlds with the same URI in
displaytag-1.0.jar, and I'm not sure how that's going to work.  I'm using
the -el version, so I'm not seeing an issue.
