That was a bug I recently fixed in cvs and that only occurs on some servlet containers related to tag pooling: after migrating the unit tests to tomcat 5.5 (they were previosly running without problems on tomcat 4) a test was broken with exactly this behaviour.
As a workaround, you can simply specify both uid and htmlId, it should work.
