You could do something like this:
<bean:define id="border"><html:rewrite page='/images/border.gif'/></bean:define>
(I think)
<display:column style="<%= 'background: ' + border %>">
Or if you're using JSTL and JSP 2.0:
<c:set var="base" value="${pageContext.request.contextPath}"/>
<display:column style="background: ${base}/images/..."/>
