I discovered a way to handle those problems... for comunity referece:

1) For the first problem use one more property:

<display:setProperty name="paging.banner.page.link">
    <a href="javascript://nop/" onclick="paginate(''GPRS'', ''{1}'');" 
title="Go to page {0}">{0}</a>
</display:setProperty>

2) For the second use two quotes instead of only one as above.

I discovered ajaxtags project, that solves this problem too, but the 
solution proposed here doesn´t need mode jar´s, js´s...
