Problem brief:  Displaytag only works when Tomcat is running as a service

Problem detais:  Running on Windows Server 2003, displaytag applications (mine
as well as the the "example" application from this site) will work only when
Tomcat 6.0 is started as a service.  When I start Tomcat using the startup.bat
(which calls Catalina.bat), displaytag doesn't work.

For example, when I try to execute "example-columns.jsp", I receive the 
following
message:  javax.servlet.ServletException: java.lang.NoClassDefFoundError:
org/apache/commons/lang/StringUtils

I installed Tomcat 6.0 using "apache-tomcat-6.0.13.exe" downloaded from Apache.

My application problems seem to be isolated to the displaytag library.  Since
my company uses displaytab extensively, we may be forced to revert back to 
Tomcat
5.5

If anyone has experienced a similar problem, I would like to hear from you.
