Figured this out .. it wasn't anything to do with displaytag, it was from 
struts.

Hello,

I was wondering if anyone knows if displaytag automatically replaces the '&' 
with '&amp;'.  I have a table that has '&'s in some of the values and it 
displays fine in html (obviously, since it's escaped..), but it still exports 
the escaped ampersand.  Does anyone know if there's an easy way to have it 
export just the '&'?
