Well, the basic idea behind it is to allow people without git
knowledge to file bug reports via the webinterface and still be able
to properly attribute their contribution.
Just for myself CLI would be fine, too. But for a project which has
non-developing users, IMHO a web interface makes it easier for them to
file bug reports.
Think of it like GitHub's possibility to edit files of a project via
their webinterface. (Never really tried it, but accidentially forked a
project just buy hitting some "edit" button out of curiosity. :-)

Well, several parts of this thread made me think I should review
several tools again, especially those where something happened in the
past two years. :-)
