Believe it or not, you already have permission to resell. That is part of the 
License terms.

That is generally decided by the user's connection. Dial-up users need a CD 
shipped, broadband users tend to download....

In a nutshell, you set the price to what you deem to be reasonable, bearing in 
mind your production, handling and shipping costs. There is no license fee, 
now or ever, and the question of "commission" is superfluous. You are 
entitled to keep whatever you make.

That said, it is always appreciated when resellers donate some money for 
further development efforts, but then you may also donate time (if you are or 
have any developers for example), artwork or documentation.

I would suggest you might like to look in at the BizDev project 
<http://bizdev.openoffice.org/>. This project is still in its infancy, but is 
directed at developing business around OpenOffice.org (OO.o) and other Open 
Source Software.
