You may download the individual programs and make your own CD, you may download a pre-made image which can be burned directly (unfortunately, only in English or German at present), or you may find a distributor in South Africa and get a CD from them, which you may then copy and re-distribute. Probably the latter would be a better way for you, as there is a team in South Africa who have translated OpenOffice.org (OO.o) into all official South African languages (and a few other African languages as well).
