No, the restriction has been in effect for many months now. It would appear, however, that the setup script you're using is using an egg containing a C library or some other file that needs to be extracted to a temporary location, and that's what's tripping it. That's an interaction I didn't think about, so I'll take a look at the sandbox code and see if I can make it so that egg resource extraction doesn't trigger sandboxing exceptions.
