That's true. During the RPM build process, the stuff is installed into 
empty 'chroot' where RPM looks for files and adds them into its
own bookkeeping/metadata.

All packages thus will have their own version those overlapping files 
(due empty chroot, nothing gets overwritten during packaging) and 
conflicts appear only until someone tries to install second package 
containing this overlapping file.
