[Distutils] Spurious "required version not available" error for setuptools?

I have version 0.6c1 of setuptools installed, but when I try to
easy_install Kid from subversion:

    easy_install svn://kid-templating.org/trunk

I get this error message:

    The required version of setuptools (>=0.6a11) is not available

Any pointers to why?
