I think I understood Phillip's response to say that you can *install* files outside of the egg; you just can't put them there during the *build* phase, which is when the sandboxing is enforced. This is "best practice" for other systems as well: people would be extremely upset if 'make' by itself deployed files outside the local directory, rather than doing that effort during 'make install'. An additional benefit is that users can *build* the egg without any special privileges (as with RPMs, for instance).
