For what it is worth, this is one of (several) blockers preventing Twisted from using setuptools: http://twistedmatrix.com/trac/ticket/2308#comment:6 (Note: I am not a Twisted devel, and even if the issue described in ticket #230, comment:6 were solved, there are probably still a lot of other reasons why the Twisted devels wouldn't use setuptools.
