Successfully tested installing distribute on 32-bit WinXP, on Python 3.1.1.
Tried easy_install too, works fine.
Regarding the failure with 64-bit Win7, I uninstalled the 64-bit Python and
then installed the 32-bit version, and now easy_install works just fine. I
think there ought to be 64-bit stubs too -- I don't know how else to explain
the problems with the 64-bit Python.
Could you check if your failure is one of those, please ?

I tested Jason's patch and it seems to work beautifully. The code looks
OK, doesn't seem to break anything :)
I committed this to the repo as revision #434.
