Let's take this again: If you make it more complicated and have more requirements that has to be fulfilled before you can register a package on PyPI, LESS PACKAGES WILL BE REGISTERED. Again, requiring that you also upload files will not mean that everyone uploads their packages, but it will mean less packages get registered.
