If this gets general agreement, there are probably some places where
the word 'package' should be replaced with the word 'project', right?
For example, should PEP-345 be retitled as "Metadata for Python
Software Projects 1.2" ?

This makes a huge amount of sense, both from a semantic point of view --
"projects" with "releases" seems a better fit for what is in PyPI --
and as a resolution to the name collision with the Python "package" idiom.
