See here: http://mail.python.org/pipermail/distutils-sig/2010-March/015729.html I think that it's not a bug or a missing functionality but it's just that I haven't fully understand the whole thing about develop eggs. The eggs are correctly generated but I haven't managed to install them automatically. Anyway after it is solved, I can confirm that buildout + distribute + virtualenv + pip is a very powerful combination ! Don't hesitate to ask questions if you want to use the same approach. There are some points which are still rough and I need to send some patch upstreams. But mainly it works (and rocks).
