Is the project dead or moved?

Dead. Tarek’s weblog posts in 2011 explain how distutils2/packaging
will replace distribute in the long run. I’m still working on the
packaging docs, and maybe when this first set of doc is in a good shape
I’ll work on updating the distribute packaging guide.

I wouldn't declare it dead based on that info (i.e. that distutils2/packaging will replace distribute.)

Distribute is still the guiding force in getting everyone to distutils/packaging IIUC.

So, the documentation has not been updated recently, but everything in the guide is still relevant AFAIK.

Is this a fair/accurate assessment?
