But isn't that precisely what you want to do when comparing 1.2.1dev1 against 1.2.1c1...? As it stands, the PEP is silent on which of these is latest. Or are you saying that versions like that don't conform to Metadata 1.3 and so the behaviour is undefined by that spec?
