That fixed it! Which is kinda silly that in-page links would be filtered out. 
In any case, thanks for helping me to get this working!

It's probably due to your use of urls like #minmax-percent-interest-rate, PyPI 
whitelists the allowed url schemes and I don't think "no scheme" is an allowed 
one.
