It's not just PyPI.  Third-party distributors have already pushed 4.x 
out into the wild, for example, MacPorts.  It's not practical to make 
the whole world revert once that happens.  If it's a serious enough 
regression, I suggest you release a 4.x+ that is really a 3.8.x.
