Both Ansible and Fabric want to put stuff in <virtualenv>/usr/share, which doesn't work from a .whl file but does from the sdist. AFAICT, you need to spell out the data files redundantly in MANIFEST.in *and* setup(data_files=...), or the wheel won't contain the files. I've been meaning to write up a test case to demonstrate the problem for a good while, but haven't got around to it yet.
