Sorry if it wasn't clear. This sub-thread was no longer about PEP 470 at all. Rough context: Mr. Stufft: cdecimal downtime means more people will want to enforce uploading. Me: Even if that is so, you cannot exploit it politically, since upload-only packages are an insult for international authors.
