I think it's a good policy change regardless - I doubt this will be the last time where something that initially seemed like a good idea doesn't seem so promising once it's exposed to a broader audience. That's exactly the kind of problem PEP 411 was designed to deal with for the standard library, so extending it to the PyPA ecosystem makes a lot of sense.
