No. They do technically allow limited ranges, but the primary purpose is to set/pin/nail specific versions. Fred did a good job of explaining this. ... If you run buildout in verbose mode (-v), it will will give an indication of why it's trying to get a particular requirement. Note that requirements can come from a variety of places, including setup.py, the versions section, and requirements stated in egg and similar parts.
