Unlike pip (which provides no API), setuptools is a library, used by e.g. zc.buildout. The behavior which you find objectionable (installing dependencies needed to satisfy 'install_requires') is a core part of what setuptools *does* -- ripping it out (or even changing the default) would break nearly every other user of setuptools in the world.
