That's not a bad idea. It should be possible to do this as a setuptools extension (much as wheel provides the bdist_wheel command). It should probably be bdist_pyz (and produce a file with the .pyz extension) for PEP 441 compatibility. It could then be distributed as a project on PyPI to save everyone else reinventing the wheel, as you say.
