This is a good point - even if folks are hosting externally, we still
want them to claim at least a top-level name on the global index. If
they'd like to just claim a single name, and not worry about PyPI
beyond that, then a zc style usage of namespace packages likely makes
sense, and only claim additional names on PyPI if they want to promote
a package out of their custom namespace and into the global one.
