[Distutils] Source code for wrapper EXEs

Where can I find sibj for cli*.exe/gui*.exe? In the published source 
code 
(https://pypi.python.org/packages/source/s/setuptools/setuptools-19.4.tar.gz#md5=c5a7d90c1e0acf8c4ec5c2bf31bc25b5) 
and even the BitBucket repo, they are already in compiled form.
