Yep, this is what I chose to do for our packages like https://pypi.org/project/microsoft/ (updated since I first posted about it).
The intent of this PEP is to be able to clean up *unmaintained* packages, so if you have an "invalid" package but also a justification and you are reachable, I expect there should be no issues. Yes, indeed, this is what I'd like to clarify.
