The inheritance maybe used for translation:
1. define otherprops="en" attribute in topic prolog element
This must be processed as all topic content has otherprops attribute
equals "en" (as described in OASIS DITA v1.1 Architectural Spec
"Conditional processing attributes" page 42)
2. define otherprops="other lang code" attribute for translated topics elements
3. create ditaval-file with:
<prop action="exclude" val="en">
4. convert document (to PDF, for example)

This is unusual approach, and If you advice me how I can authoring
content in two language in a topic file and then
filter only one (original and translation) for document conversion.
I try filter by "xml:lang" attribute :-) but it's not work :-),
unfortunately it's not a processing attribute.
