The keyref feature is part of the *future* DITA 1.2 standard. Unlike the DITA Open Toolkit which is the reference implementation of the DITA standard, current or future, XMLmind DITA Converter only implements the *current* DITA 1.1 standard. See http://www.xmlmind.com/ditac/roadmap.html
